The Uganda National Bureau of Standards (UNBS) wishes to inform Importers of Used Motor Vehicles and related equipment namely; Earth Moving Equipment like Dump trucks, Excavators, rollers and Wheel Loaders; Cranes (Crane trucks) and Electric Forklifts that, it is a Regulatory Requirement to ensure all Used Motor Vehicles and related equipment come with either a Certificate of Road Worthiness (CRW) or Certificate of Conformity (COC) respectively from their Countries of Origin/Export prior to importation into Uganda under the Pre-Export Verification of Conformity (PVOC) Program.
This is meant to ensure that Substandard and Harmful Used Motor Vehicles and other related equipment that may affect the Health and Safety of the Public and the Environment are not imported into the country.
Accordingly, UNBS has contracted inspection services of the following three (3) International Inspection Companies to provide PVOC Services for Used Motor Vehicles and other related equipment for a period of one (1) year effective 20th March 2025.

As part of UNBS’ commitment to ensuring a smooth transition, a grace period of up to up to 14th April 2025 has been extended to all Importers, Exporters and Dealers of Used Motor Vehicles and other related equipment. During the grace period, importers, exporters and car dealers may undertake voluntary inspection with any of the above Service Providers. All Bill of lading dates after 14th April 2025 will be subject to mandatory PVoC requirements.
After the expiry of the grace period, all Imported Used Motor Vehicles and other related equipment shall be required to have a Valid CRW or COC at the port of entry/clearance into Uganda. In the absence of CRW, the importer will incur a surcharge of 15% CIF value in addition to payment of Destination Inspection fees.
