Mr. Deus Mubangizi is the Manager of the National Metrology Laboratory with the task of developing policies, procedures and guidelines for the procurement, and maintenance of primary and transfer measurement standards as well as coordinating measurement inter-comparison with other National Metrology Institutes to ensure traceability of the National measurement system to the International System of unit (SI).
He holds an Honours Degree in Mechanical Engineering from Makerere University and a Post-Graduate Diploma and Master of Science Degree in Sanitary Engineering from UNESCO IHE Institute for Water Education, in Delft, The Netherlands. He also has post-graduate training in Production Engineering from the Polytechnic University, in Kanagawa, Japan.
Mr. Mubangizi has over 20 years of professional experience including 13 years in Standardisation, Quality Management and Conformity Assessment. He has also worked in industry as a factory engineer, in the academia as a University Lecturer and as a researcher among others.
Since joining UNBS in 1999, he has worked in different capacities in Certification, Inspection, Training and Market Surveillance. He is credited for pioneering the UNBS Market Surveillance programme code-named Operation Q that saw UNBS heighten the fight against substandard products on the market. He rose in ranks to become the Manager Quality Assurance Department, before he became Manager Testing Department and now Manager National Metrology Laboratory
Mr. Mubangizi is a regional expert in Standardization, Quality Assurance, Conformity Assessment and Accreditation, and has chaired a number of Technical Sub-committees within the Standards Committee of the East African Community (EAC). He is a Lead auditor for ISO 9001 Quality Management System and an Accreditation Lead Assessor for ISO/IEC Guide 65 and ISO/IEC 17021 in the EAC.
His other areas of expertise include Food Safety, Technical and Vocational Training, Water Supply, Environmental Sanitation and Water resources Management.
