The Uganda National Bureau of Standards (UNBS) has intensified its market surveillance operations, seizing over 7,970 rolls of substandard and unlabelled toilet paper in Katanga along Binaisa Road, Wandegeya (near Mulago Hospital) and Entebbe, following public complaints about the sale of suspicious hygiene products.
The enforcement operation uncovered a network of vendors and storage facilities distributing unlabelled and non-compliant toilet paper to unsuspecting consumers along Binaisa Road. Investigations confirmed that the toilet paper failed to meet mandatory national quality and safety standards, lacking certification and essential labelling, in violation of Uganda Standard US 126:2019 and the UNBS Market Surveillance and Enforcement Regulations, 2022.
Further investigation led to the arrest of four suspects, currently detained at Jinja Road Police Station. They are expected to face charges related to the alleged possession and sale of substandard products.
UNBS has developed standards to regulate the quality of toilet paper available on the market. The standards outline the specifications necessary for safe and hygienic products and can be accessed from the UNBS website via webstore.unbs.go.ug. They include:
