APPEAL TO ALL IMPORTERS TO EMBRACE PRE-EXPORT VERIFICATION OF CONFORMITY (PVoC)

It has come to the attention of UNBS management that some importers are not adhering to the Pre Export Verification of Conformity (PVoC) Standards Program. The PVoC Program requires that all imported products are inspected against to set Uganda Standards in the country of export before being shipped to Uganda WHETHER FOR SALE, PRIVATE/PERSONAL USE OR DONATIONS. The inspection covers all categories of goods as provided for in the UNBS Import Inspection and Clearance Regulations 2015.

Failure to undertake PVOC attracts a 15% CIF penalty in addition to undertaking payment for laboratory fees and inspection. Any products found to be substandard will have to be re-exported to the country of origin or goods destroyed at the cost of the importer.

The purpose of the program is to protect Ugandans from consuming and or using substandard goods that are dangerous to their health, safety and also to protect the environment.

The program enables importers to enjoy faster clearance of imports since goods will not be held at entry points pending inspection, testing and issuance of clearance certificates by UNBS. It enables smooth flow of trade which is critical to all importers and traders.

The Government of Uganda, through an elaborate procurement process guided by PPDA, contracted SGS, Intertek and Bureau Veritus, internationally recognized inspection agencies, to carry out PVoC for general goods on behalf of UNBS. The firms have country offices in Kampala and UNBS recommends that all traders engage the respective Service Provider office in Kampala to start the process as one does not need to be in the country of export to do this. The Government also contracted JEVIC, East Africa Automobile and Jabal Kilimanjaro, to inspect USED MOTOR VEHICLES. The inspection fees are contained in the 2015 Regulations.
