The World Trade Organisation (WTO) is the umbrella organisation responsible for overseeing the implementation of all international trade related agreements between countries.
The Agreements on Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary Measures (SPS) are one of the WTO Agreements containing international trade rules. The TBT Agreement addresses matters pertaining to the preparation, adoption and application of standards, technical regulations and conformity assessment procedures while the SPS Agreement enables WTO Members to adopt appropriate measures to protect human, animal or plant life or health.
UNBS is the officially designated WTO TBT/SPS NEP. The NEP is part of UNBS
Documentation and Information Centre.
Liaising with the National Notification Authority ( Ministry of Tourism, Trade and Industry ) to ensure that Uganda's notification requirements (ensuring that proposed regulations are published early to allow for comments, notifying other WTO Members through the WTO Secretariat of regulations, providing copies of proposed regulations on request, and ensuring that comments are handled correctly) are fulfilled;
Networking with other WTO Members' Enquiry Points to obtain information/regulations on market requirements for stakeholders in Uganda.
The National TBT/SPS Coordination Committee
This is an institutional and multisectoral committee composed of regulatory and private sector organisations affected by the TBT and SPS agreements. The committee is responsible for implementing the TBT and SPS Agreements at national level. UNBS is the Chair and Secretariat of the committee.
