FUEL MARKING RESUMES
Uganda National Bureau of Standards in partnership with the ministry of energy is resuming the marking of all fuel coming into Uganda effective 23rd November 2009. The exercise was suspended seven months ago in April following financial constraints and concerns form petroleum suppliers.

The marking exercise involves UNBS inspectors inserting a chemical marker into the fuel at the boarder entry points which is monitored using mobile laboratories on the market. This technology was acquired in 2004 by the ministry of energy to ensure quality of fuel on the Ugandan market by cubing on adulteration and an arrangement was made for UNBS to operationalize this program.

Dr. Terry Kahuma, UNBS executive director expressed confidence in the new arrangement indicating that the programme will increase tax revenue and ensure fuel quality on the market.

PROGRESS ON WARAGI ACTIVITY
During the month of August 2009, a number of clustered deaths due to unknown causes were reported in different parts of the country mainly from Kasese, Kampala, Wakiso and Mpigi districts. The media continues to report more deaths attributed to consumption of contaminated alcohol (waragi).

In a response to this outbreak, the Hon Minister of Health constituted a multi-sectoral task force consisting of officers from the various institutions including Uganda National Bureau of Standards (UNBS) to investigate the reported outbreak and recommend measures to contain the situation as well as prevent re-occurrence of the incidence.

The multi-sectoral task force recommended that the vending of alcohol and other beverages in plastic sachets be banned and all alcohol be packaged in bottles (preferably glass) of capacity measures of not less than 250mls. UNBS was also tasked with the responsibility of monitoring the production and trade in alcoholic beverages as the Enguli Act was being revised.

INTRODUCTION OF THE PRE-EXPORT VERIFICATION OF COMFORMITY (PVoC) TO STANDARDS PRIOR TO IMPORTATION OF USED VEHICLES INTO UGANDA
To-date, Uganda has not been having any mechanism of determining road worthiness and authenticity of used vehicles imported into the country. PVoC is a vehicle road-worthy inspection Scheme that will focus on detailing the condition, accessories, structural, functional and mechanical integrity of used vehicles destined to Uganda prior to importation. The inspection will be conducted in line with the requirements of the Uganda Standard US 845: Code of Practice for Inspection and testing of Used Motor vehicles for road worthiness. Certification will then be issued to the vehicles that are appraised as road worthy and a report attesting to the inspection and certification will be given to the importer.

Uganda National Bureau of Standards wishes to notify exporters and importers of Motor Vehicles that with effect from 1st November Vehicles destined for use with in the republic of Uganda from Japan, Singapore, South Africa, United Kingdom and all other destinations except the United Arab Emirates will be inspected by Japan Export Vehicle Inspection Centre Co Ltd (JEVIC).
